hi , consider the situation in the following image,

 see if we draw a circle by taking the given point its centre , with agiven radius , say c1

then what the circle represents ?  you can say that , all the points on the circle are at the same distant from the centre & it will be the radius .

all the point which are inside the circle wii be at a less distance & all the points ouyside will be at agreater distance

so, its clear that if we draw circles with aradius lee than 3 it clearly can,t touch the x - axis. means there will be no such point on it which wii be at c distance(radius) apart from the given centre (2,3)
